svn: URL contains a '..' element

Good morning *,

I have a question regarding Subversion's handling of relative URLs, or
lack of rather.

When I try to run a svn command, "svn info
file:///opt/svn/repo/proj1/../proj2/", I get a warning/error from svn,
"svn: URL 'file:///opt/svn/repo/proj1/../proj2/' contains a '..'
element."

I haven't been able to find any documentation about this limitation. Is
there a workaround to allow Subversion to handle relative URLs?
