hot-backup.py not removing old backups

We've got a FSFS repository, accessed through Apache, running on Windows
2003.

 

Before our scheduled tape backup job, we run hot-backup.py to snapshot
the repository. We've got num_backups = 2, but it's not deleting the
older backups, meaning that we have to remember to delete them every
couple of weeks before the disk fills up.

 

There's nothing apparently untoward being output.

 

Has anyone seen this behaviour? How might I go about diagnosing it?

If we're using FSFS, do we need to use the hot-backup.py script at all?
