How to use svnperms.py in precommit.tmpl

Hi All,

Can anyone help me out to configure svnperms.py in precommit.tmpl script
to restrict access to user?

I want to know where to place the config file for python script and the
python script. It would be very helpful if anyone can send the sample
configuration file for the same. Thanks in advance.
