Nobody has built a new RPM. If you want 1.3.1 you can build it from
the source tarball, which should be available.
They need some tweaks to compile under x86_64, and David Summers seems to
have been making a few other minor modifications in his SRPM's. You can also
take his SRPM and and stuff in the tarball for 1.3.1, but it takes a bit of
knowledge of how SRPM's work to do that. (I did it as part of x86_64
integration, but haven't tested it out yet.)
