After 1.3 -> 1.3.1 server upgrade, commits hang.

Hi everyone,

We just upgraded from 1.3 to 1.3.1 and we're seeing some intermittent
issues with commits.

Details:

Server - 1.3.1 from source, RHEL 4, proxied through Apache.
Clients - 1.3.0 and 1.3.1 from OSX package

I haven't yet been able to get an error message or other type of
behavior out of it, but when we try to commit (svn ci -m "blah" from
the command line), it hangs for several minutes.

Checkouts and updates are not affected while the commits hang.

If I restart Apache, everything goes back to normal and we can commit
again (until the next time).

Has anybody else seen anything like this?
