So if you have a script that does what you need, and you have scripted
the repository creation, why wouldn't you just have your repository
creation script call the script that replaces the out-of-the-box
svnserve.conf with your version?
Nothing about your description suggests that there is more to this than
just copying a different version of svnserve.conf into place. If there
is more to it than that, it would help if you shed some light on the
finer points of what you're trying to accomplish.
