What is your error and access log saying about this? It might have to
do with the LimitExcept directive. Try to remove it or try this one:
<LimitExcept GET POST PUT MERGE DELETE PROPPATCH PROPFIND REPORT
OPTIONS MKACTIVITY CHECKOUT>
A commit needs more than what you have put in there. I had similar
problems and the above solved it for me.
