The (windows) binaries as well as the installer are contributed by volunteers and are available once they have the time to build them (as stated in the big yellow box with the red text on the download page). Please search the list for any lengthy discussion on that topic.

That said, I'm convinced that the installer will be around pretty soon as said contributors do an awesome job of keeping the binaries up to date. However, if you wish to speed up the process you might just contribute the binaries yourself.
