although I am sitting behind a *very* restrictive firewall the link you gave
delivered svn.zip without any trouble.
Perhaps you should really check your environment?!

When I click on any of the .zip or .exe links, I roll into a page rather than
the download dialog box popping up-- see url below! I don't have problem
downloading from other sites at all, so it's not my browser or firewall

Can you please explain exactly what problem you're having? I just tried to
download the 1.3.1 zip file and had no trouble.

For what it's worth, your last email on the subject contained NO useful
information regarding what was wrong, so honestly it's not all that surprising
that nobody did anything about it.
