Cannot download svn for WinXp

For the 2nd time:

I cannot reach this guy's website (brane@xbc.nu) who maintains the svn
binaries for Windows and his tone sounds kind of abrasive by "don't ask me
this! don't ask me that!" Could we please host these files else where?
It's been 3 days and I cannot download anything from this site. Am I doing
something wrong? Sorry, I'm just getting frustrated. I would like to have
svn 1.3.1.exe and not .zip for Windows. Thanks.
