Subversion does not store its data in an SQL database, so no, this is
not available.

Allowing Subversion to optionally use an SQL backend has come up as a
request several times before:

Perhaps if you explained what kind of queries you were planning on
running, we could show you how that can still be accomplished within
the facilities Subversion offers.
