Then some script must've intervened to create them? I have never manually
created these subdirs before. However, when I created a new project in the
past, something (a script or command) generated them for me. I'm not sure
what I did or used to do?

So you're saying Subversion has never had this as a default behavior. I
think I'm losing my mind. :)

Since Subversion gives no special meaning to directories named "branches",
"tags", or "trunk", I believe your memory is incorrect and it's never
been part of the standard import command. Perhaps the directories were
created before the import was run, or you used a script that created
the directories for you?
