Need help for SVN Error "Working copy <path> locked"

Hi All,
     When I tried to update my working copy i get a error saying the
directory is locked and run clean up command. But when i try to run the
cleanup command i get another error saying that file cannot be copied. I
have given the error for both the command below. Can someone please help me
out with this issue and let me know if i am doing anything wrong?

SVN Version - 1.2.3
OS - Windows Server 2003

Error Messages:

>svn update
svn: Working copy '.' locked
svn: run 'svn cleanup' to remove locks (type 'svn help cleanup' for details)

>svn cleanup
svn: In directory '.'
svn: Can't copy '.svn\tmp\text-base\TaxSearch.xml.svn-base' to '
TaxSearch.xml.2.
tmp': The system cannot find the file specified.
