I totally misread your example, sorry. I missed the commit. I thought
you were saying you wanted to do a change in bar/file2 and then cd over to
/foo/file1 and run svn st and see file1 as modified. I really missed a
lot of obvious things that should have pointed this out.

Thankfully for me, I was able to still provide some valid edge cases, but
sorry for getting this off track.
