It probably would not be that hard to use svn log and some scripts to do
this. It has an --xml option that may or not make this easier for you.

I would also look at setting up something like Fisheye:

http://www.cenqua.com/fisheye/

It isn't too expensive and provides a lot of information. There are other
tools like it.
