Disallowing access to some projects

Greetings,

We are using svn+ssh access method to access a Subversion
repository on a Linux box. We are also controlling read-only
vs. read-write access via the commit-access-control.cfg file in
the hooks directory. This all works fine.

The problem I am having is that I want to restrict certain people
from certain projects completely. This means no read access
either. They should have read-only access to certain projects,
read-write access to others, but they should be entirely restricted
from some projects as well - not even read access.

I like the svn+ssh method of access and would like to stick to it.
A solution to this problem would be appreciated.
