There is currently no way to have autoprops set on the server. It is on the road map for a future version (1.4 maybe?).

This is something I am dying to have. Being able to add "needs-lock" to all binary files would save me a lot of time and headaches.

Using hooks you can reject files that aren't set up correctly, but that still requires the client user to set the autoprops. I used this for a short while, but it just irritated everyone to no end.
