MSVCP60.dll missing in svn-1.3.0-setup.exe (Windows)

On a FRESH install of Windows 2000 Pro (SP4), installing
svn-1.3.0-setup.exe results in an install of subversion where attempting
to run "svn [any command]" results in a popup window saying that
MSVCP60.dll is missing.

Apparently the same issue as "subversion issue 1133", reported against
svn 0.17.1.

As in that issue, the workaround is to download MSVCP60.dll from
http://www.dll-files.com/dllindex/dll-files.shtml?msvcp60
