Externals issues?

Does anyone have references for the background of these "externals
issues"? I see nothing referenced at
<http://subversion.tigris.org/faq.html>, and I'll admit that I'm lazy
enough right now to not read through mounds of previous email threads to
figure out the nature of this problem.
