To switch from CVS to Subversion, it is really important that you
understand the fact that CVS and Subversion do branches in a
COMPLETELY different way. You will absolutely get nowhere if you
apply CVS notions of branching to Subversion. And you also won't get
anywhere asking for Subversion to act like CVS in this respect; it
doesn't, and I doubt it can, and even if it could I certainly don't
believe it should.

I just went through the switchover with a team of about 30 engineers.
It took them anywhere from a few minutes to a day or so to understand
the difference. Training is essential; I spent a fair chunk of time
in the training sessions explaining how things are different.
Appendix A in the manual is a very good start.
