apache gives old version number for svn

standard windows/apache/svn setup with trac 0.9.3

doing svn --version at the command line i see that svn is at 1.3.0

but when looking at the repo via apache it says << Powered by Subversion
version 1.1.4 (r13838). >>

did i miss a step when i upgraded from 1.1.4 to 1.3?
