svn command line does not prompt for username and password when requires authentication

I am using SVN+Apahce HTTP with Windows domain authentication.
After I upgraded to SVN 1.3.0, I could no longer using svn command line
to such action like list or commit to the repository paths which
requires authentication (which I set *= ). In the previous version,
when I’m doing such actions, it will prompt for username and password,
or I could use -–username and -–password, but in 1.3.0, it doesn’t
seems work.

Anyone have any clues or it is a bug in 1.3.0?

My Apache HTTP is 2.0.55 and mod_auth_sspi 1.0.3
