Each developer can have a copy of the Cold Fusion server on their own
machine for free using the Cold Fusion Developer Edition. Here's the
link to the Product Comparison page that explains it:

ns/. If I were you, I would have each developer set up the developer
edition on their own machine and check out working copies. Test changes
locally and committ to your central development server.
