Commit Problem

Hi Group,
   
  I have created a repository on Windows NT, using SVNSERVE server and i am accessing it with TortoiseSVN. If i access that repositiory with file:// protocol then i can check-out that repository and commit any changes on the files in that repository as well.
   
  But when i use svn:// protocol then i can checkout that repository easily but when i try to commit any changes on that file, i get following error
   
  commit failed (details follow):
  connection is read-only
   
  I have provided "write" access to anon-access in svnserve.conf file even then i am getting the same problem.
   
  Anybody please help me out.
