The problem was that China seems to block direct requests to IP
addresses on all ports. So I couldn't give my brother my IP to access
my machine
ie giving my borther the http address
http://64.233.187.99/svn/repository_name failed to jump out of China
even though it worked for me from many places around the UK.
Using a service like dyndns.com also failed as China blocks access to
all these sites as well (we tried alots to no avail).
Luckly I have a server, and I set up a DNS A record pointing
svn.google.com to 64.233.187.99 to get around this problem.
