You shouldn't have to buy/own a server, but maybe you should switch
providers if your current one doesn't offer the services you need.
Dreamhost, for instance, offers subversion for no extra cost.

Sorry, but I still don't understand what are the possibilities that
MySQL and/or PHP would enable, that are not currently available.
