What do you mean by "allow repositories to be controlled more easily"?
What tasks are you trying to accomplish?

What kind of access do you have? It's really easy to install Subversion.

You shouldn't have to buy/own a server, but maybe you should switch
providers if your current one doesn't offer the services you need.
Dreamhost, for instance, offers subversion for no extra cost.

I don't see how it can get any easier than "apt-get install libapache2-svn".

Sorry, but I still don't understand what are the possibilities that
MySQL and/or PHP would enable, that are not currently available.
