Why would svn have to be implemented with PHP and MySQL to be available in hosting packages? I know at least one hoster that offers several VCS with his packages, subversion among them.

So set up svn to be available via Apache/plain HTTP on port 80 and you should be fine. No need for MySQL/PHP either.
