svnadmin dump --incremental question

My backup script is extremely noisy with messages like this repeated
many many many times:

WARNING: Referencing data in revision 34, which is older than the oldest
WARNING: dumped revision (35). Loading this dump into an empty
repository
WARNING: will fail.

Isn't this the point of --incremental? I'm doing this for a reason,
and I have the revision data it needs in a weekly full backup. It
seems to be complaining about behavior that's been asked for via a
command line switch. At the very least, it seems like it should
really only complain about it once.
