Dunno why I missed this when I first searched the issue tracker..
maybe the hour.

Looks like this is a known issue http://subversion.tigris.org/issues/
show_bug.cgi?id=1789
And it keeps getting put off.

It's kind of frustrating to a lot of us here at our organization.
Consider this a complaint about it.
