svn:ignore for directories

Hi,

Is it possible to define the svn:ignore property for a sub-directory ?
I did not find this information in the subversion book examples.

What would be the property value in such a case ?
 * dir/
 * ./dir
 * dir
 * ?

Another question related to the svn:ignore property: when does it
start to apply ? I mean if I define the svn:ignore property for some
file kind, does the svn client ignores those files in the working copy
as soon as the property is set, or does it only appply once the
property change has been commited to the repository ?
