timeout issues over vpn

Has anybody had any issues regarding receiving timeout errors when
attempting to commit small (50kb) change sets over a vpn ?

The exact error were getting 'Can't read from connection. An existing
connection was forcibly closed by the remote host'

Fwiw we have tried setting http-timeout to 30 but it didn’t appear to do
anything.
