tracking all transactions

I am trying to find/build a transaction tracker for the Subverison
server. All repository access is via Apache2+dav_svn+auth_pam. I see
Apache logs with actions like OPTIONS, MKACTIVITY, PROPFIND, CHECKOUT,
REPORT, PROPPATCH, COPY, PUT, DELETE, and MERGE. Maybe I'm not being
creative enough, but has anyone tried to make a transaction tracker
based on Apache logs?

Hook scripts only track commits and property changes, but not reads...

Any advice, links, leads, ideas would be very welcome. Rather than
reinvent the wheel, I would rather use/help-with an existing project.
