1.3.0 available for Fedora

I recommend grabbing the source RPM from the development directory and
repackaging it for your specific version of Red Hat or Fedora:

rpmbuild --rebuild subversion-1.3.0-2.src.rpm

As I write this it hasn't yet been pushed out to the FTP site. I'd expect
it to appear later today.
