There is a branch of subversion, I believe it is called text-time (have a look
in the subversion repository), that can handle file modification times.
However, I am not sure if it found its way into the official release...

The following lines in the ~/.subversion/config file activate usage of the
file modification times (at least in the text-time branch):

use-commit-times = yes
enable-auto-props = yes
* = svn:text-time
