Why Does Revert Skip Files?

In my working copy, I accidentally deleted a file. But when I tried to get
it back using "svn revert", it responded with a file "skipped" message and
the file was not restored. However when I tried reverting the file through
TortoiseSVN, it restored the file as expected.

Why did this work through TortoiseSVN and not via the svn client?

I'm running Subversion v1.2.3 (r15833) on a WinXP/SP2 box.
