403 error and apache2 mod svn webdav

I have apache2 webdav setup (ubuntu install).

I am using the basic settings <Location /svn></Location>

I would like to have users to read the subversion repository but only
valid users to commit.

Through the command-line and through the web. I am prompted for my
username and password. It comes out as valid and then I get a 403
error(Forbidden)?

What am I missing.

I also have svnadmin create

used to create the repo.
