Should commited files have the timestamp set to commit time?

I have "use commit time" turned on, but when I commit
a file the timestamp is not updated. When other
people get the file I checked in, their timestamp uses
my commit time.

Is their a way to update the committers timestamp to
match what is stored in the repo?
