possible to add a file w/o being flagged as changed?

Is it possible to add a file to the database, but mark it so it will not be
flagged when it changes? Basically I check in a series of files (web pages)
so I can track changes but one of the files is an '.ini' file. I want the
file in the repository so when I do a checkout, I'll get the file, but I
don't need it being flagged as changed every time the timestamp changes in
it.

I use TortoiseSVN as my GUI interface and it is marking directories that are
different only in the '.ini' file. It makes it more difficult to get an
accurate overview of which directories have actually changed.

I've got the Subversion PDF 1.1. If there is a pertinent section/command
I've love a pointer to it.
