"System-wide configuration area" and global-ignores

So I find that some of my svn repos are ignoring .o files, others are
not. This confounds me greatly, so I go hunting on my svn 1.2.3 server for
a global config area to control this, and I find...nothing.

...but there is no /etc/subversion directory on my RH9 system. Bummer.

I try to figure out how/what/when/where (help!) I can view/set/see anything
related to svn:ingore or "global-ignore"...and I still am searching.

Anybody care to help me see the light?

An aside: I'm also still praying for they day when
users@subversion.tigris.org starts using a joint email-list-and-forum
solution (mail2forum.com aka M2F) so that the forums users at svnforum.org
and this email list will one day come together. Or at least start using
gossamer-threads.com so that previous-conversation searches might be a lot
easier. I prefer the M2F solution.
