Your problem is obviously in how you connect to the network
and this is something you'll need to solve with your local
IT infrastructure supplier (ISP). You may be using a web proxy
(perhaps even without your knowledge) that needs to be WebDAV
aware. This is a FAQ and more information can be found on
the subversion website and the mailing list archives.
