Subversion problem

I have successfully:

   - Installed the latest stable build of Subversion on Windows Server
   2003 Standard
   - Created a repository in a directory named repositories
   - Installed the SVNService in the same directory as svnserv running
   the parameters *svnserve -d -r repositories*

When I connect to the Subversion server using TortoiseSVN, I get the message
unable to find a repository. What have I done wrong? There are no ports
being blocked and the SVNService is running.
