Error 160029 for new repositories...

I've successfully upgraded to 1.2.3.
I followed the instructions for all the existing BerkeleyDB repositories and
they are working fine.
My problem is creating new repositories. When I try to access the new
repository through the web browser I get the dreaded 160029 error: "Could
not open the requested SVN filesystem".
I've tried to create the repository using both TortoiseSVN and svnadmin.
Tried both BerkeleyDB and FSFS repositories. I always get the error.
Am I missing something?
 
I'm using:
- Subversion 1.2.3
- TortoiseSVN 1.2.6.4786
- Apache 2.0.54
