Configuring local drive to auto add keywords to new and imported files

     We are currently using Subversion version 1.2.3 (r15833) with Tortoise
version 1.2.4 build 4479 - 32bit on an XP Pro version 2002 Service pack 2.
We are switching from PVCS keywords to Subversion keywords. In a previous
version of Subversion, we created a Subversion folder under C:\Documents and
Settings\<user>\Local Settings\Application Data which contained the .config
file where we enabled auto props and set the keywords we wanted expanded on
new and imported files. However, since we upgraded to our current version,
the Subversion folder disappears. My question is what is the best way to
setup the local .config file and not have it disappear?
