Strange SVN output

I am using SVN 1.2.3 on Windows XP Pro.
 
Sometimes it happens that messages from SVN commands include "Umlauts" (, , etc.) which is quite common here in Germany.
 
But the Umlauts are not printed as characters (, , , etc.) but as sequences like '?\195?\188". It seems there is something wrong with the UTF-8 encoding?
