Make svnserve case-insensive?

Is there a way to make the svnserver case-insensitive?

I am having a problem with people checking in
directories that have the same name under Windows
clients. One person checked in "REPORT5" and another
person checked in "report5", and then nobody could
update the project because Windows was having a name
collision.

Is there an easy way to fix this? I think I want to
make the svnserve treat everything as lowercase (or
otherwise be case-insensitive).

I realize svnserve supports case-sensitivity since
Unix machines consider them different names, my
machines are all Windows (even the server).
