Change locale for $date$?

Hi

We have a network with several Win2K computers, accessing a svn repo
with https on a linux box. The clients use both svn.exe and tsvn. The
problem is, that some have English, others have German windows systems.
Now upon 'update' the $date$ keyword will expand sometimes English,
somtimes German which makes diff'ing a lot harder. Is there a way
either in svn or tsvn to fix the used language for keywords expansion?
(I will also ask on the tsvn list, but some of you may be familiar with
that one as well).

There are already others with the same/similar problem, but I couldn't
find a solution looking through the archives.
