Hi,
I might be able to test this on my work (Windows) computer later
today. The only thing that stands out to me is that you're running
svnserve with SVNService from C: for a repository on F:. Otherwise,
everything looks fine to me. Have you tried to run the same set of
commands but with the repository on C:?
