As I recall, it was decided that folders would not be included in the 
initial implementation of the feature, simply because there are some more 
complicated scenarios to deal with when folders can be locked.  1.2 was a 
very long release cycle as it was, and it was decided that it was more 
important to get the feature released and out to users so they can start 
working with it.  Locking files covers most users needs so it was not 
worth adding more time to the release cycle to cover all of the issues 
that locking folders brings with it.
If locking folders is important to you then you probably need to decide if 
you want to invest the effort in leading the design for that feature.  If 
you are, then you should head over to the dev@ mailing list to get some 
ideas as to the sort of design and issues that will need to be resolved. I 
would also suggest you search the mailing list archive for the dev@ list 
so that you can familiarize yourself with some of the discussion that has 
already occurred.
