I would second that - our group is struggling with this issue right now...

See

- "externals" within a same repository with shared commits.
http://subversion.tigris.org/issues/show_bug.cgi?id=2402

- svn:externals handling on commit (asks for "recursive commits")
http://subversion.tigris.org/issues/show_bug.cgi?id=1167

See

- svn:externals should work with files as well as directories
http://subversion.tigris.org/issues/show_bug.cgi?id=937

Also related:

- svn:externals should allow relative paths

Actually, this is trivial in CVS - in CVS the server has a "version"
file for each file that is being versioned and if you create a symbolic
link on the server, then things just work!

We are in the process of migrating from CVS and it is the only feature
of CVS that we miss (and we miss it a lot).
