repository permissions

I'm trying to set an SVN repository for a small team.
I created the repo using FSFS as a user "danb",
the group is "sw". The repository is on an NFS
automount.
I chmod -R g+w the whole repository. so "sw" all have
write permissions.

As user "danb" I have no problem accessing using file:
or svn:
Another user, with "sw" group can checkout either with
file: or with svn:, but fails to commit with
"connection is read only" (what does that mean?)

I tried to run svnserve on his system as "danb", same
problem.

I did my best reading chapter 6, and the FAQ. I still
don't get it.
I don't want to run apache.

Please enlighten me
